Where are the Dr20 (GE PowerHaul) and Dr21 (GE C30-7) operating in Finland? I seek advice for a trip this summer.

The best place to see Dr20 locomotives is the Kymenlaakso region on the Kouvola-Vainikkala and Kouvola-Kotka mainlines. These locomotives also run to Siilinjärvi, Uusikaupunki and Harjavalta once or twice a week.
 
The Dr21 locomotives are more difficult to see, as they operate in private industrial plants, where outsiders are not allowed to enter. On mondays and thursdays at around 15:00 and 20:00 at Siilinjärvi you may be able to see one, as it brings the empty wagons from the Yara factory to the main station and swaps them for the loaded ones, which it brings back to Yara.

also keep in mind that North rails transports might be effected by the Russian sanctions by the EU, as North rail specializes on the cross border traffic from russia.

Pictures come up with latest additions first. So only 2 pictures of Dr21 this year. I have never seen one.

Dr20 can even be spotted in e.g. Tampere, no need to travel so far. But not daily.

The Dr21's are used only on shunting in Kotka, Uusikaupunki, and Siilinjärvi. All the timetables that Jimi linked are hauled by Dr20's.
